COMPANIES planning to scale back on hiring in 2025 won’t come as good news to the 1.6 million Americans currently struggling to find work.

The findings of Willo’s Hiring Trends Report 2025, which surveyed more than 100 talent acquisition leaders globally, reveal a sharp decline in the number of companies planning on significant hiring – 48% fewer companies plan substantial workforce growth compared to 2024.

Instead, firms are prioritising retention strategies, with 33% of employers planning to increase salaries and an overwhelming 78% focusing on upskilling existing employees.

While this does not mean hiring will grind to a halt, it does suggest companies are changing their approach.

Talent acquisition teams are grappling with an overwhelming number of near-identical applications, fuelled by the use of generative AI. With companies struggling to identify talent amongst this ‘sea of sameness’, employers are instead focusing on enhancing their employer brand to attract and retain the right talent.
